Whitehawk have turned down a five-figure bid for striker Danny Mills.
Manager Steven King is determined to keep hold of his prized asset.
And he will partner Mills again next season with former Albion striker Jake Robinson, who has agreed a deal to stay at the Enclosed Ground.
King is also hopeful of retaining left-back Lee Hills, although the former Crystal Palace and Stevenage player is currently talking to two professional clubs.
However, Sami El-Abd has left the Hawks and has joined Peacehaven to replace Craig Richards, who has moved to America.
Mills scored 21 goals in all competitions for Whitehawk last season despite a campaign battling against relegation from Conference south.
Once the club had secured its place in the division for next season they activated a clause in the contract of Mills to keep him at the club.
Havant and Waterlooville have now made a bid for the player, who scored against them in the FA Trophy last season, but the approach has been rebuffed.
King said: “We have had a five-figure bid for Danny Mills from Havant and Waterlooville but we have turned it down as a club.
“I think he has a very bright future and if he is going to move on I would like to sell him to a pro club.
“It would not send out the right message to sell him to a team in our league.”
Robinson impressed King after the manager took over in February, scoring seven goals in the final 17 league games including one as Hawks drew 3-3 with second-placed Sutton United to stay up on a dramatic final day of the campaign.
He netted 13 in total in all competitions after a slow start in his first year at the Enclosed Ground and has now agreed to stay for the 2014-15 season.
King said: “I spoke to Jake and he said he wanted to stay. He did well after I came in as manager and he said he enjoyed it.
“Danny and Jake scored getting on for 40 goals between them last season which is a decent return for a team that finished fourth from bottom.
“I am looking for all the forwards to weigh in with 15-20 goals next season.”
Sam Gargan is also staying at Whitehawk after talks with King but it is unlikely fellow striker Waide Fairhurst will be returning.
The experienced Fairhurst played a key role in avoiding relegation, with four goals in 14 games, but the travelling from his Sheffield home proved an issue.
El-Abd has now decided to move on, joining the likes of Tommy Fraser, Chris Winterton, Richard Rose, James Fraser, David da Silva, Alex Parsons, Alex Addai and Steven Smith is leaving the club. Talks are continuing with other members of last season’s squad.
King has made it clear he will not stand in the way of Hills if he has an opportunity to return to the full-time ranks but he does not want to lose him.
He added: “There are a couple of pro clubs speaking to him but I feel confident he will stay if he wasn’t offered anything by a pro club.”
Whitehawk’s only signing to date is former Crystal Palace and Macclesfield goalkeeper Lance Cronin.
