Fabian Huerzeler believes Albion have been harshly penalised in their last two games.
They fell behind to spot kicks by Chris Wood of Nottingham Forest and Cole Palmer for Chelsea, both after incidents involving Carlos Baleba.
At Stamford Bridge, Jadon Sancho tumbled as he went between Baleba and Georginio Rutter and Peter Bankes pointed to the spot.
Albion later had a penalty appeal waved away as Malo Gusto put his hands in the chest of Kaoru Mitoma when the winger flew past him in the box.
Huerzeler was critical of his own team's play.
But he said: “I have experienced in the last two games we get penalties against us for really easy touches.
“Today I don’t think you really have to give the penalty because it’s an easy body touch.
“These things happen several times in the midfield and we concede again this penalty.
“If you give this penalty, I think you also have to give a penalty for us in the second half.”
