Albion boss Chris Hughton has vowed to spend Tony Bloom’s money sensibly and not fritter it away.
The chairman has made funds available for Hughton to rebuild the squad that struggled in the Championship this season.
A bid in excess of £1.4 million has been agreed with Dutch club NEC Nijmegen for Iran international winger Alireza Jahanbakhsh.
The Seagulls have also been linked with a £1 million move for Sheffield United wide man Jamie Murphy.
Hughton told The Argus: “Yes, there are funds available. What I am conscious of and what we have to be conscious of as a club is Financial Fair Play.
“We also have to be conscious that in anything we do we want value-for-money. I don't think it's right and appropriate that you are splashing out willy-nilly.
“It has to be done in a structured way and a value-for-money way but there are funds available and it's about how we can use them.
"Unfortunately in this day and age sometimes players you might want to get are outside of those perameters. We have to make sure we get the right players within the parameters."
Finnish international goalkeeper Niki Mäenpää is among the other targets Albion are chasing. Hughton also needs a left-back, centre-half and, most of all, strikers. He said: "We are certainly working hard enough. Recruitment is always a difficult area, waiting to get the right player, the timing of who you think you are going to get.
"I am still very hopeful we will have a decent summer as regards bringing in players. How quickly it will be I don't know.
"Certainly it's always better to be able to do your work earlier but that is also always more difficult."
