David Lopez and Kazenga LuaLua also come into the starting line-up against Sheffield Wednesday.
Craig Conway, Ashley Barnes and – perhaps most surprisingly - Will Buckley drop to the bench.
Ulloa is back after a three-game ban and looks likely to be supported by LuaLua down the left and David on the right.
Kemy Agustien returns to the 18-man squad after injury as one of the subs.
Sheffield Wednesday bring in Lewis Buxton at right-back in place of Jordan Spence, whose loan spell has expired.
They look set to use recent signing Matty Fryatt as a lone striker.
