West Sussex County Council says the extension, called for by the Countryside Agency, includes land earmarked for the A27 Arundel bypass.

Steve Waight, head of strategic planning and environment, said: "I am sure we will not be alone in opposing this decision which could hamper efforts to get the bypass at Arundel.

"There are some, including the Countryside Agency, who think this is off the agenda.

"It is merely on hold while we look again, with the Highways Agency, to see what alternative proposals we can take back."

Alistair Darling, transport secretary, turned down recommendations of consultants for the bypass but did not reject the proposals out of hand.

Mr Waight said: "The Secretary of State asked for further work to try to find more environmentally acceptable solutions. That is taking place."

The council intends to make its case at a public inquiry into the proposal to make the Downs a national park. The closing date for objections is March 1.
