The future of a new marina, which could create 1,000 jobs, will be decided this week.
A major redevelopment of the Lady Bee Marina at Southwick would include a shopping piazza, cafes, restaurants and business units.
New berths for yachts and launches would also be created as part of the project proposed by Shoreham Port Authority.
Adur District Council was expected to approve the plans when it met last month but the decision was delayed until an investigation was completed into whether extra traffic would affect people living in nearby streets.
Many residents are against the scheme and say it will increase congestion on the already busy, narrow roads in the area.
Brighton and Hove City Council also objects because of the impact traffic could have on roads in Hove.
Adur's planning committee is being recommended to approve the development when it is discussed again today.
