A former pub could be demolished to make way for homes.
Developers want to bulldoze the Morning Star and an adjoining workshop in Ham Road, Shoreham.
The late 19th Century building will be replaced by a modern block of 11 flats if Adur District Council's planning committee agrees on Monday.
If the plan is approved, the developers would be asked to give more than £12,000 towards improving local transport and providing extra floor space at Shoreham Library.
There have been no objections from residents but the Environment Agency is concerned about potential water contamination from the site's past use.
Southern Water says water can be supplied to the site and sewage and surface water can be disposed of properly.
Police say the site is a medium to high-risk crime area and security precautions may be needed.
Access to the rear courtyard would need to be controlled to prevent antisocial parking and behaviour and the cars being abandoned.
