Pay-and-display parking could be introduced in another part of Brighton by the autumn.
Brighton and Hove city councillors will decide next week whether to change the regulations in Kemp Town.
The area, parking zone H, has a mix of permit parking and short-term free stays. The new scheme would replace that with residents-only parking, shared permit parking and pay-and-display for up to two hours.
Coun Craig Turton said the Kemp Town scheme was out of date and needed to be brought in line with the rest of the city.
He said there had been consultation and the council thought the plan met all needs.
