A school for children with behaviour problems wants to expand.
But residents fear the move could add to existing antisocial behaviour problems in Lancing.
More thank 30 people have objected to plans to open an educational centre for six problem youngsters in Roberts Road.
They are backed by a petition containing 65 signatures. Seven people plan to object in person at Adur's planning committee meeting on Monday.
Springboard Education wants to convert buildings used as offices and stores by Delmar Boilers. It will be used as an annexe to the main building for eight pupils in South Street, Lancing.
Springboard is a small specialist pupil referral unit which caters for youngsters aged 11 to 16.
It is a charity which helps children with emotional, behavioural, social and communication problems.
But residents say they already have to put up with antisocial behaviour from yobs who plague Lancing town centre.
Police are stepping up patrols of the area and plan to use special equipment to break up groups of youths.
One objector told the council: "Residents no longer feel safe in the area. "There is rowdy behaviour such as breaking windows, firing air rifles and riding mini motorbikes up and down."
Councillors are recommended to approve the plan when they meet at Adur Civic Centre.
A report to the planning committee states: "There is no reason to presume it would lead to any worsening of existing problems in the area which occur primarily during the evening."
