Last Friday morning, I discovered a leaking overflow at my house. Being a council tenant, I phoned the local council (Adur District) to report it, only to be told its policy is to get repairs finished within six working days.
As it was a weekend, I could possibly wait eight days before a plumber called.
I then phoned Southern Water. Its reply was there was nothing it could do.
Apparently, it has no powers over the council authorities.
Given its campaign about preserving water, I was amazed.
