Guidelines have been drawn up forcing construction companies to reuse or recycle waste created when buildings are demolished.
East Sussex County Council and Brighton and Hove City Council have drawn up planning guidance which will force companies demolishing old buildings to reuse or recycle waste materials where possible.
Companies that refuse to take up the guidance will be less likely to gain planning permission for developments.
Because more than half the waste sent to landfill sites comes from building sites the council is trying to make companies recycle as much as possible.
