Should today's pensioners rejoice at the Turner Report, which is in the main being adopted by the Government but not to to be introduced until the year 2010 or 2012?

Today's full pension is £84.25. But many thousands of women do not qualify for the full pension and receive £50.50 because they have not been able to contribute to National Insurance for the required 39 years of employment.

This is because they have looked after their children, or elderly or disabled relatives and when they have worked, it has been unskilled or part time.

Pensions credit can top up the pension but this is means-tested, expensive and inefficient to administer. Many do not apply.

In addition, if the Government expects people to work until the age of 68, where will the volunteers come from - people who give their time in hospitals, schools and charity shops for a few hours a week?

Then there are the many grandparents who look after children or meet them from school.
