When is a pavement not a pavement?
Easy: When pedestrians have to move out of the way to avoid being hit by cyclists riding on them. So what is Brighton and Hove City Council going to do about it?
I've been hit twice by people on bikes and verbally abused because I've told them they should not be on the pavement and use the road.
Is there a law against it? If so, there should be a £100 fine and they should have to have insurance as we do for other vehicles.
