Every pub tested in a recent police sweep sold alcohol to underage teenagers.
Sussex Police sent 15 and 16-year-old volunteers into five pubs in Shoreham, Southwick and Fishersgate last Friday and every single one sold them alcohol.
Jean Irving, Sussex Police's violent crime reduction manager for West Sussex, said: "This was a disappointing result as we believe residents have a right to expect the businesses in their community to consider their safety above the need to make profits by selling alcohol to youngsters.
"We are determined to clamp down on irresponsible retailers and will continue to conduct regular test purchase operations, bringing the full force of the law to bear on those who sell alcohol illegally."
The youngsters were told not to lie about their age and make it clear they had no identification if asked.
All bar workers who sold the teenagers drinks were given fixed penalty tickets for £80 and the licensees were reported for prosecution.
