Two special schools will become one for the next academic year.
Castledean School in Lynchet Close, Brighton, will join with neighbouring Uplands School from September.
The new school will be for 150 pupils aged four to 16. Separately, the schools had 140 pupils.
The merger is part of a reorganisation of special schools in Brighton and Hove to accommodate more children with severe learning difficulties and allow those with moderate special needs to attend mainstream schools.
The decision to merge the two schools was taken at a meeting of the citys school organisation committee last night.
Coun Pat Hawkes, who was elected chair of the committee during the meeting, said: "The committee voted unanimously to merge the schools. We listened sympathetically to the two headteachers and assured them it will be a gradual merger but the two schools will become one in September."
She said there would be no redundancies. One headteacher will take charge of the new school.
The other will work for the local education authority, overseeing the special schools review.
