Further to the reports of council rent arrears, Brighton and Hove City Council will not tell me what proportion of my council tax goes to cover those who do not pay their council tax, nor those whom the council cannot be bothered to collect the tax from, nor where it may influence the vote in marginal areas.

In a restaurant, I would expect to pay only the number of covers at my table and not have extras added to my bill to compensate the owners for those who had sneaked out without paying.
