A company bidding to redevelop a former police station may have to return to the drawing board.
Red Square Developments wants to construct an eight-storey block of shops and flats on the site in Union Place, Worthing.
But council planners say "the scheme looks too big."
Red-Square proposed three ground floor shops and up to 103 apartments above.
Critics argue that such a building will "substantially and detrimentally alter the skyline."
