Residents are concerned about a plan to reorganise parking, some fearing the shake-up will force them to park away from their own streets.
Under the proposed review, the eight parking zones in central Brighton and Hove would be replaced by two larger areas - south central and north central.
Brighton and Hove City Council officers explained at a meeting how the changes would affect people living in the south central zone.
City councillor Sue Paskins, a resident of Marlborough Street, said: "The two zones are too big so you will get cars going up and down the streets looking for non-existent spaces and that will increase the pollution, congestion and road rage.
"The zones are fine as they are but we have to simplify them."
There are 370 free bays, 700 voucher bays and 1,200 resident permit bays in central Brighton.
All the free bays would become pay and display or residents permit-only spaces.
The new boundary between the north and south zones would run along North Road, Church Street, Clifton Terrace, Victoria Road and Temple Gardens.
Residents fear the changes would encourage people living on the edges of the zones to drive into the heart of the city to park.
They say the competition between residents and hotel guests for parking bays would also increase.
A city council spokesman said: "A number of key issues were raised at the meeting and those issues and all other comments made during the informal consultation will be discussed early next year."
