Late-night takeaways were warned today they must apply for new licences or they may not be able to continue trading after November 24.
Under the Licensing Act 2003, penalties for conducting licensable activities without authorisation could lead to £20,000 fines and up to six months' imprisonment.
Licences that were converted during the transitional period are being sent to applicants in time for when the new legislation takes effect.
Residents and businesses close to licensed premises have been told there is a review process if there are problems after November 24.
People troubled by the activities of licensed premises should contact their licensing authority for further advice.
Paul Wotherspoon, chairman of Arun District Council's licensing committee, said: "The amount of applications we've received has been enormous but almost all have been granted with or without conditions with little or no problems.
"Our administration team have done a huge amount of work during this very difficult period and they deserve praise.
"The hearings that have been held have addressed concerns raised by residents and authorities such as the police."
