Campaigners have voiced concerns that blocks of flats planned for Brighton Marina will harm their views.
Brunswick Developments has re-applied to Brighton and Hove City Council for planning permission for a development of 988 flats in 11 buildings ranging from five to 40 storeys.
The company originally drafted a similar plan for 990 flats last year but decided to have another look at the project following concerns from residents.
The Kemp Town Society has raised new concerns that the vista towards the sea from the top of the eastern side of Lewes Crescent will be compromised by one of the blocks.
Society chairman Derek Granger said: "Instead of the last house being silhouetted against the sea and sky it will now be seen in the foreground of a massive modern block of flats."
Brunswick boss Andrew Goddall said a thorough assessment of how the development would look from all angles had been undertaken.
He said: "We don't agree the view is compromised."
