People are being urged to put forward their views on the care and treatment of elderly people in Brighton and Hove.
Dorothy Engmann, Director of Age Concern in Brighton, Hove and Portslade, says there is a lot of work going on but NHS organisations have to battle against under-funding.
There are also long-term plans to give people the support and care they need in their own homes and in the community so they don't have to go into hospital.
