A civic centre and police station could be moved as part of the regeneration of a historic town.
The proposals are revealed in a major new report on the future of Shoreham which could include a new waterfront hotel near Sussex Yacht Club.
Adur District Council's strategy director Wojtek Boden has outlined proposals for the town centre as part of its Shoreham Renaissance plan.
It looks at important public sites in the town centre and at neighbouring Shoreham Beach.
They include the future of Pond Road and Ham Road which, along with the shops in High Street and East Street, form the heart of the town.
Pond Road is home to Shoreham's library, community centre and health centre.
Mr Boden, in a report to Adur's policy and strategy committee, says: "Pond Road represents the most important opportunity in the town.
"The area should continue to be the hub of the community in any redevelopment, providing improved and more flexible facilities."
He says new buildings, including housing, could create a new town square, which would become a significant asset to Shoreham.
Mr Boden describes the civic centre in Ham Road and the public open space at The Ham as the town's eastern gateway.
He says: "Subject to the council's approval and possible future relocation of the civic centre there is scope to make better use of The Ham to provide a mix of new offices and residential accommodation."
In Ham Road the existing Somerfield supermarket could be extended and the Tarmount Lane car park could be sold for development.
Mr Boden adds: "The site of the police station may represent a longer term development opportunity."
Any new projects would have to be sympathetic to Shoreham's historic past.
Buildings in the conservation area surrounding the 11th Century Grade I listed St Mary de Haura Church would be kept to three or four storeys.
However, the report says taller buildings would be allowed on the edges of the town.
The shops in East Street would remain but there is potential for high density housing in neighbouring New Road.
At the western end of High Street there is the opportunity to include a new river walk as part of the redevelopment of shops with flats or offices above them.
The narrow footbridge across the harbour linking Shoreham Beach and the town centre could also be improved.
The report says it could be widened to take both pedestrians and cyclists and creative lighting could turn it into a landmark feature at night.
Mr Boden's report is based on an investigation by Urban Practitioners who were brought in by Adur to help plan the future of Shoreham.
They have already carried out extensive public consultation which will continue with the launch of an exhibition on the proposals on September 10.
Feedback on the consultation will be published a month later.
The policy and strategy committee meets on Monday to consider the proposals in Mr Boden's report.
