PLANS to build the UK's largest winter sports centre in Sussex have moved a step closer to reality.

A formal planning application has been made to build a National Winter Sports Centre at the former Blue Circle cement works at Steyning Road, Upper Beeding. But because of the scale of the complex it could be at least the end of the year before a decision is made. The developers will also need permission from two authorities because the 114-acre site straddles the boundary between Adur and Horsham councils. Details of the centre were first revealed nearly a year ago but positive steps have now been made. The complex would include a high-tech indoor artificial ski slope, two skating rinks, a winter sports academy, a hotel and a science and business park. It would be designed not to intrude on views of the Downs and the applicants, who are backed by construction giant Alfred McAlpine, say it would create jobs and attract thousands of visitors as well as top European athletes. Paul Rowley, forward planning officer for Horsham Council, said the major issues to decide would be the impact of the development on an Area of Outstanding Natural Beauty, along with transport and access arrangements. He said: "Because of the scale and sensitivity of the location we will be requiring a full environmental impact assessment, which will take six to nine months to prepare. "It will probably be the end of the year before a decision is made and there will be ample opportunity for people to make their comments." The Blue Circle factory was a big employer in the area until it closed in 1991. Now it is just an eyesore. Dereck Wade, development chief at Adur Council, called it "a large hole in the ground and a scar on the countryside". He said: "Any new development must bring with it the improvement of the landscape."
