Town planners often say new supermarkets help to regenerate down-at-heel neighbourhoods. Looking at the drug addicts and others attracted to St James's Street, where there is a large Safeway branch, I find this hard to credit.
Something more imaginative, then, must be made of the gasworks site in Hove than yet another supermarket. Brighton and Hove Council has an unholy infatuation with retail.
