Villagers have given up battling against plans to build 600 houses on land in Angmering.
Detailed plans, part of a package to build a bypass round the village, have been drawn up after the Highways Agency gave the scheme the go-ahead.
Parish councillor Terence Kay said: "We have been going through this for 11 years. It was inevitable these houses were going to be built."
The bypass is part of a £7 million scheme and is expected to take 18 months to build, starting in July next year.
The first stage will be to build a roundabout at the Roundstone Lane junction of the A259.
A consortium of five developers will build the new houses at Stone Lane, Angmering.
