Residents will soon interact with Chichester District Council 24 hours a day online.
A major strategy is being drawn up which will allow people to check planning applications and pay bills without having to visit the council.
People will access services using a mobile phone or digital television as well as by computer.
The council says the finishing touches are being put to a strategy called Information Age Government, which will be unveiled later this year.
A spokesman said: "It will look at innovative methods of public consultation and delivering services and could include kiosks which people can use in village shops and parish council offices.
"We want to use the technology to help not only those residents looking for a 24-hour service but those who find it difficult to access our facilities such as the elderly and disabled."
Experts claim the scheme will release staff from routine work to provide better face-to-face services for people who most need support.
