More than 300 residents are campaigning for a safer road crossing near their homes.
People at Lower Lake, Battle, have sent a petition to East Sussex County Council demanding road safety improvements on the busy A21.
They want a new pedestrian crossing after an 11-year-old girl was knocked down outside a petrol station in Battle Hill in June.
She suffered a broken arm and leg.
The council has pledged a traffic study but has said there is no money for a crossing.
A spokesman said: "The demand for pedestrian crossings is extremely high and exceeds the limited resources available for such measures.
"There is no specific funding set aside for crossings and for pelican crossings in particular there is a considerable backlog of approved sites."
