The beggar problems has been going on for many years. I remember one time I remonstrated with a woman pensioner who was giving four young men packets of sandwiches which she had brought for them. I told her she was encouraging them to stay here.
She accused me of being cruel and heartless, but they were sniggering behind her back. When she looked at them again, they looked at the floor tearfully. People in Brighton give money to seemingly hopeless people in order to ease their own consciences.
