Why shouldn't I give money to a beggar if I want to? A person has the right to ask me for my help, I have the right to say yes or no. I get paid at the end of every month. The company I work for doesn't tell me what I can and can't spend my wages on. If I give money to a beggar, it's my choice.
I have lived in Brighton for five years and have never witnessed aggressive begging, nor do I know anyone who has. Whatever happened to freedom of choice?
