Comgratulations Superintendent Cox. By promoting a harder line with beggars, desperation will turn them into criminals more quickly, making it more likely they will become heroin addicts. This scenario enables you to play the hero and no doubt promotion will then beckon.
A kind woman once said if only one in ten beggars was genuine it was sadly necessary to help nine liars. Not only the worst kind of heroin dealers stand to gain from this new state of affairs.
