Vacant land next to Bognor station could become the site of a shopping development.
Officers at Arun District Council say the site would be ideal for development.
But members of the Bognor Regeneration Group believe it should be used for residential, office or civic use.
A report by the regeneration group says Bognor has a limited supply of office space.
It says: "Development of the site would improve the quality of the station area, bring investment and create employment opportunities.
"Accessibility to the retail centre and station would be attractive to civic uses and the office market.
"However, in view of the current weak office market, flexibility is important in encouraging the development of the site."
The report has been submitted to the council for consideration.
