Nine car parks in Chichester could be shut as part of a blueprint aimed at reducing city centre traffic and boosting a new park and ride system.
The idea will be put to the public as part of a consultation to be launched by Chichester Council's executive board.
A date for the introduction of a permanent park and ride service, which has so far operated during the run-up to Christmas, has not yet been set.
But councillors are looking ahead to the day when some car parks can be closed and sold for development.
The list includes Basin Road, where there are 114 spaces, and part of the East Pallant car park, where 100 spaces could make way for development.
The total package if all the car parks closed would involve about 786 spaces but the report says motorists must see park and ride as a financially attractive option if the scheme is to work.
The council says its strategy is also designed to improve the environment and make the city more attractive to shoppers.
There will be talks with traders and business leaders before any decisions are made.
