Anyone who has lived and worked in cities will realise Brighton and Hove needs economic central administration and public access.
Shoreham Town Hall is sold. Hove Town Hall is becoming a community centre. Brighton Town Hall is Dickensian. King's House is isolated from the Council Chamber.
Modern cities cannot afford to be without a central civic centre, international sports stadium and civic multifaith centre to indicate their true international status. Possibly a worthy cause for a millennium grant?
