Rent rises are likely for thousands of council tenants in the Spring.
Brighton and Hove Council is expected to fix the increase at 3.3 per cent, below Government guidelines.
Detailed proposals will be put to a housing meeting and the policy committee next month, after consultation with tenants.
The rise, which would be an average of £1.58 a week, compares with the average national guideline increase of 4.5 per cent.
Councillors do not have to stick to the guidelines but assistant resources director, David Covill, said there were disadvantages to breaking them.
He said an increase above 3.3 per cent would lead to the Government reducing subsidies to the council.
However, a lower rent increase would lead to a loss of income, he said.
