The men were discovered hiding in the back of a Spanish-registered lorry which was making a delivery to a farm in the village of Runcton, near Chichester.
A police spokesman said: "The four men all Iraqi nationals were arrested after noises were heard coming from the back of the lorry."
The men have been taken to a Home Office immigration centre in Middlesex for questioning.
