One has to question why the Government says it would only vaccinate animals with agreement from the farmers.
After all, there is no willingness by the Government to seek the agreement of farmers for the slaughter of their healthy animals.
Could it be the convenient way out for a government dithering over the question?
One has to question the real reason for offering consent - a convenient scapegoat if it doesn't work, perhaps?
