One of my friends has suffered "neighbours from hell" over several years because of Brighton and Hove City Council's indifference to enforcing its own conditions of tenancy.

The exercise of keeping nuisance diaries required by the council is farcical. No fewer than 32 sheets have been submitted by my friend over several years, all worthless, and the noise-monitoring gimmick is just as meaningless.

My friend has provided the council, on numerous occasions, with filmed evidence showing serious nuisance in the act of being committed.

It is conclusive evidence on which no sane, unbiased jury could fail to convict.
