Motorists faced long tailbacks during the morning rush hour because of cable-laying work along the coast.
Drivers experienced delays of 30 minutes or more because of roadworks on the A259 at Lancing where temporary traffic lights are in place.
Traffic was stacked up from the A259 at the junction with Kings Road, Lancing, all the way back to Brooklands Golf Centre in East Worthing from 7.30am today.
It is the latest in a string of roadworks and delays on the A259 and the A27 between Worthing and Lancing in recent months.
A West Sussex County Council spokesman said: "Workmen are laying power cables down there. The work should be finished by the middle of June.
"There is going to be some work by the Highways Agency on the A27 at Adur bridge so we are trying to get the work done on the A259 so that when the restrictions come in on the A27 motorists will have an alternative route to go along.
"We are doing our best to make the area jam-free."
