Brighton and Hove City Council has again let one of its tenants down, forcing her 11-month-old baby to bath in a bucket (The Argus, August 29).
Why is it, then, that we private landlords who own houses in multiple occupation are going to be subject to a registration scheme, when the council, housing associations and universities are excluded?
