Environmentalists are campaigning against plans for two mobile phone masts on the edge of the South Downs.
Friends of the Earth have claimed the applications by BT Cellnet for masts just outside Worthing are "wanton vandalism of a beleaguered area."
Residents are also worried about the dangers of radiation from the proposed masts, only one of which is likely to be built.
The two planning applications have been submitted for car parks at Findon Valley, in the north of the town.
John Hughes, of Friends of the Earth Worthing, said: "Our members are outraged by these applications.
"They consider these mast builders pharoahs in their attempts to build such alien structures in areas of outstanding natural beauty."
Local councillor Reginald Green said: "People are very concerned. We have held a meeting with our MP about the matter."
Jim Stevenson, the South East community relations manager for BT Cellnet, said a mast was needed to improve the quality of service for customers.
He added the company was careful not to position masts right next to properties.
James Appleton, Worthing Borough Council's development control manager, said: "These masts do not require planning permission but the telecommunications companies have to submit a prior approval application which the council can refuse on the grounds of design or siting.
"We cannot turn these masts down on principle if the applicants have submitted evidence there is a need to improve coverage.
"If the council refuses a mast in one location, it will have to go somewhere else."
Mr Appleton said the matter would come before councillors next Monday.
