A councillor will attempt to halt possible plans by a council to use 100 acres of land near the A27 for gravel extraction.
Lib Dem Mike Hall is angry about a decision taken by a Cabinet member for West Sussex County Council to invite bids from companies wanting to use the land for gravel extraction.
He has now put down a motion calling for the plan to sell the mineral rights to be abandoned, which will be heard this week.
Chichester is already ringed by several large gravel pits and Councillor Hall said the new proposals were "unethical and immoral".
The land involved is known as Kingsham and is on the opposite side of the Chichester bypass.
The county council said the scheme would create a lake, which could be used as a new leisure facility linked to the nearby Chichester Canal.
But Councillor Hall said the idea had caused major concerns about noise, dust and increased traffic.
He said: "I'm also worried about water flows."
