A private company may take over the running of Worthing's council-owned car parks.
The aim would be to generate investment which could be spent on improving the town's car parks.
Worthing Borough Council officers say the town's multi-storey car parks in particular need to be brought up to a modern standard.
The head of environmental services, Haydn Smith, said one way would be to contract out the management of the car parks.
He said informal discussions had taken place with two major UK parking operators. A third major operator and a potential local operator have also shown an interest.
The issue goes before the council's executive on Thursday.
