Measures will be taken to stop illegal parking on the seafront.
Liberal Democrat councillor Paul Elgood has complained that people are parking near the Peace Statue on the border of Brighton and Hove.
He said: "The Peace Statue is an important symbol for our city and at the moment it is being blighted by cheeky illegal parkers. The stretch around the statue needs to be returned to public use."
In the short term, the city council is considering bollards allowing access to the prom for emergency access and for deliveries to the Meeting Place Cafe but leaving no room for parking.
Culture director Sarah Tanburn said a long-term solution might be to create a seafront plaza around the Peace Statue.
