Sussex fast bowler James Kirtley has been left out of England's 16-man one-day squad for the series in India and New Zealand.
He impressed during the recent 5-0 win against Zimbabwe but was reported to the ICC for a suspect bowling action.
Chairman of selectors David Graveney said: "With regard to James, we would like to emphasise that he remains very much part of our future plans.
"His omission from this squad is wholly unrelated to the ICC match referee's decision to report him for a suspect bowling action in Zimbabwe.
"James Kirtley, Ryan Sidebottom and Chris Silverwood all provided strong competition for places in the pace bowling department."
Darren Gough and Andrew Caddick have been recalled after choosing to miss the Zimbabwe trip.
