Brighton and Hove's Liberal Democrats want internet voting introduced to increase the turnout at elections.
Councillor Paul Elgood, leader of the group on the city council, said: "The Government should not just sit back and let apathy decide the outcome of most elections.
"Recent pilots for postal ballots and mobile polling stations have not been a success so more creative thinking is needed.
"Young people, who often do not turn out to vote, could find internet voting more appealing.
"Cities such as Brighton and Hove have large numbers of young people and an extremely internet-aware population."
He said laptops could also be used in nursing homes, schools and community centres.
