Given Lewes District Council has embraced mass hysteria and is obsessed with death occurring through misadventure (headstones in graveyards), I suggest it begins applying the topple-test to wavering trees on its patch, which pose far greater risk to life and limb than any headstone.
I will wager that before I read again of a headstone anywhere causing death or serious injury, I will read of innumerable cases of uprooted trees causing the same, falling on innocents lawfully going about their business - not through children playing among them or attempting to push them over.
