Councillors commended a major initiative which will shape the future of Worthing during the next decade.
Borough councillors discussed the launch of the local strategic partnership, called Working Together, at a full council meeting on Thursday.
The Government-backed initiative will look at how services are provided by different organisations in Worthing.
Brian Lynn, the leader of the council, said: "The partnership is very much the shape of things to come."
However, Lib Dem councillor Bob Clare said: "There may be money to set up the partnership but is there a pot of gold to be handed out for future schemes?
"The county, Citizens' Advice Bureau and police may all be involved but none bring a bag of gold or even copper.
"Even if Councillor Garrett is enthusiastic, disillusionment may set in.
"But I love the idea and hope it succeeds."
Councillor Andrew Garrett said: "A lot of the organisations do have budgets.
"Others don't access funds and services properly. By working together, partners may be able to do this."
Representatives from 160 organisations, including councils, businesses, schools and voluntary organisations, officially launched the new partnership at the Dome cinema on March 20.
