A reshuffle of ward boundaries in Worthing are set come into force in the summer after being agreed by councillors.
Nine of the town's wards will see their borders moved and an extra ward will be created in Durrington, provisionally called Northbrook.
Councillors were divided by the proposals for voting boundaries because some said they did not reflect existing communities.
The Local Government Commission recommended only Goring, Marine and Broadwater were to retain their existing boundaries.
Now there will be a public consultation. People can submit their views to the commission until April 22.
The new boundaries would come into play in local elections in May next year.
Liberal Democrat councillors branded the plans "rubbish" at a heated meeting.
But, despite their objections, the proposals were carried by 15 votes to 11.
Lib Dem councillor Chris Sargent said: "Local people's views were utterly ignored. What is the point of people offering their views?"
Conservative councillor Steven Waight, executive member for resources, said: "The Liberal Democrats' plans for Goring would have split it into two wards, when it is really only one. This would have been inane to anyone who has ever been to Goring."
Leader of the council Brian Lynn said such disagreement was "the nature of the game".
He said: "Next time there is a boundary review there will be more adjustments. There will always be winners and losers."
