Binmen in Adur are to vote over industrial action.
Adur District Council refuse collectors are angry over changes to bank holiday collections and good-will payments.
They claim they had little consultation and will have less time to catch up after bank holidays.
This is known as slippage days when residents' refuse collection moves on by 24 hours.
They say it is impossible to do the work under the new system.
Of the district's 12 refuse collectors, 11 are in public service union Unison.
Senior regional officer Teana Ashley said: "The refuse collectors do a good job for the people of Adur.
"It is not a nice job and we do not think it is acceptable that these changes have been made.
"They used to be given more flexibility to catch up with bank holiday collections but that was changed back in February.
"We also have concerns that they do not pay the goodwill payments any more.
"The workers will be balloted on industrial action and we will notify the council of the decision."
Refuse collections after the jubilee bank holiday next month could be hit if the binmen take action.
Adur District Council said: "The management are having a meeting with the refuse workers on Friday to try to resolve matters that have arisen due to the slippage day."
