A record number of people were caught in a crackdown on TV licence dodgers.
More than 1,300 were caught viewing without a £112 colour licence in Brighton and Hove last year - a third more than in the previous year.
More enquiry officers are being employed and the watchdog TV Licensing is targeting unlicensed homes during peak viewing hours.
Stephen Taylor, TV Licensing's regional manager, said: "The message should be crystal clear to all those watching TV without a valid TV licence - you will be caught."
The fine is up to £1,000.
